David Luna


A former U.S. Diplomat and national security official, David is CEO of Luna Global Networks and Convergence Strategies LLC. He is a frequent speaker on transnational security threats, international affairs, geopolitical risks, and illicit trade and the global illegal economy ("dark side of globalization") that fuel greater insecurity and instability around the world.

David has over two decades of professional experience, including working at the U.S. Department of State (Bureau of International Narcotics and Law Enforcement Affairs; directorships for National Security, Anti-Crime Programs; Anti-Corruption and Good Governance Programs; advisor for the Secretary's Coordinator for the Rule of Law);  U.S. Department of Labor (Office of the Secretary, Congressional and Inter-Governmental Affairs); The White House (Office of the Counsel to the President); and the U.S. Senate (Committee on Banking's Special Committee Investigations). As a U.S. diplomat, David visited 60+ countries, engaging in bilateral consultations/meetings relating to transnational threats including strengthening anti-crime and anti-corruption cooperation, programming, training, and capacity-building matters.

David has participated in international summits, dialogues, conferences and meetings, and led and/or chaired strategic efforts in bilateral, regional, and multilateral diplomatic initiatives involving partnerships with the United Nations, UN Office on Drugs and Crime (UNODC), UN Development Progamme (UNDP), The World Bank, G7/G20, Organization for Economic Cooperation and Development (OECD), European Union (EU)/European Commission (EC), Asia Pacific Economic Cooperation Forum (APEC), NATO, World Economic Forum (WEF), Arab League, African Union (AU), Organization of American States (OAS), INTERPOL, EUROPOL, the World Customs Organization (WCO), and other international organizations and fora, and with various private sector and market stakeholders..​
